In 1998, the Montana Department of Transportation contracted with the Western Transportation Institute of Montana State University to enhance motorist safety and incident management on Interstate 90 between Livingston and Bozeman, Montana via the implementation of ITS technologies. The study, known as the SAFE-PASSAGE Project, includes three major ITS components, one of which is a motorist communication system. This system incorporates Variable Message Signs (VMS), Highway Advisory Radio (HAR), and a toll free telephone number, all of which provide critical information to motorists traveling through the designated study corridor. Together, these three communication components are designed to maximize the potential for reception and comprehension of the advisory messages, as well as the elicitation of the proper directed responses by drivers. To evaluate the effectiveness of the communication system developed for this project, it was important to obtain feedback from motorists who were exposed to the system.
