Safety assessment of highway designs.

Safety is an important aspects of roadway design. The focus of highway design has shifted in the past decade from the design of new roadways to the redesign of existing, often substandard roadway. Therefore, the primary objectives of a safety management plan are to identify and prioritize hazardous roadway locations and features. This paper describes a systematic technique for quantifying safety that can be used to quantify the level of safety of a particular roadway. The safety of a roadway is defined in terms of three conditional probabilities: the probability of an encroachment, the probability an encroachment will become an accident an the probability an accident will be an injury accident. An object-oriented software tool called the Safety Advisor for performing this assessment and managing the assessment process is also briefly described.
