This report attempts to identify the research gaps most critical to continued increases in occupant restraint use and continued improvements in occupant restraint design. The research identified in this report is not meant to be an exhaustive listing; rather, it represents the committee's judgment of the most important research for occupant restraints. The primary focus of this report is the effectiveness of safety belt use laws and improvements in the design and performance of safety belts, but research issues relating to airbags and child restraints are also discussed.
