This paper briefly reviews the development of regulations requiring safety belts and use-inducing systems in u.s. vehicles. Also covered are studies directed to identifying safety belt system characteristics and other factors influencing the use and non-use of safety belts, with particular emphasis on comfort and convenience aspects of design and operation.
