The Intermodal Safety and Transportation Efficiency Act (ISTEA), established in 1992, was designed to improve the performance of statewide and metropolitan transportation systems. To optimize system performance, the ISTEA required development and implementation of six management systems. Quality data were needed at a reasonable cost to support effective safety decisions. The objective of this project was to examine the costs and quality of safety data and to identify improvement strategies. The information used in this study was derived from several sources, including field visits to State and local agencies. (Author/publisher)
