Safety design guidelines for parking facilities in British Columbia.

This paper was presented at the `Geometric design : in defense of transportation improvements' session. Each year in British Columbia about 5,000 police-reported automobile collisions and about 55,000 vehicle insurance claims resulting from auto crime occuring in parking facilities. The traffic safety and security needs of parking facilities are often overlooked as they are perceived as storage facilities and not as terminals having internal movements and travel mode changes. The design of parking facilities may be contributing to the incidence of traffic collision and crime. Designers of parking facilities need to have an awareness of the relationship between design and its effect on safety and crime. This awareness will lead to the design of facilities that provide a safer environment for the intended user. To address this need the Insurance Corporation of British Columbia (ICBC) commissioned the development of a safety design guidelines for parking facilities. The guidelines are intended to broaden experience and understanding of the problems and solutions associated with parking facilities and to ensure that we continually strive to improve the safety of all road users in and around parking facilities. The guide focuses on traffic safety and security considerations, and is intended to be one of many references in the toolbox of the designer. The guide is not intended to replace professional judgement. The advice of traffic engineers, lighting engineers and criminology specialists should be sought when contemplating the design of a parking facility. This guide, Safety Design Guidelines for Parking Facilities, comprises two parts: Part One, Traffic Safety, identifies how traffic collisions are occurring in parking facilities and provides design measures to mitigate collisions; Part Two, Security, identifies the types of crime occurring in parking facilities and outlines a number of security design concepts which could discourage these crimes.
