Safety effectiveness evaluation : Federal Highway Administration non-interstate resurfacing, restoration, and rehabilitation program.

Beginning in 1976, Federal funds have been available to States for "resurfacing restoration, and rehabilitation" projects on the Federal-aid Highway System. This report analyses the activities of the Federal highway Administration to implement a national program for preserving and improving the non-interstate, federal-aid highway system through the use of Federal funds for such projects.
