The objective of this evaluation was to determine the safety impact of the new 65 mph speed limit on rural interstates and on non 65 mph highways in Texas. Implicit in this objective were two conditions. The first condition suggests that it was necessary for speeds of speed parameters to change on the highways of interest. However, the occurrence of an increase in speeds in itself was not sufficient evidence to say that safety had been affected.
