In this paper the author considers the effect on driving skills of in-vehicle devices in particular telephones. A reference system for risk estimation is first developed. Theoretical considerations are examined and some results of research into the implications of the dual task are described. The experience of public authorities in the US and some European countries are considered to show how existing regulations respond to the potential risk. Finally the author considers questions about the risk of using car phones, drawing some conclusions and suggesting preventative measures. For the covering abstract of the conference see IRRD 881118.
