This report describes a research design for a study of the relation between the cooperation of policy parties during the decision-making and the decisiveness of the policy determined. With this purpose, the study is aimed at the decision-making about the construction of 60 km/h areas in boroughs. Study will be made of how the cooperation between the various parties involved effects the effectiveness, efficiency, and ambition level of the eventually determined policy. In order to gain insight into this relationship, the manner and extent of cooperation are described, as well as the results of the cooperation and any conditioning circumstances. The project will consist of studying and comparing 10 cases. First of all, an evaluation will be made of the cooperation and decisiveness of boroughs that have implemented 60 km/h areas during the Start-up Programme Sustainably Safe.
