This report documents studies to evaluate the effectiveness of a low-cost motorist information diversion system (MIDS) in San Antonio, Texas. The system was implemented in 1977 as a demonstration program by the Texas State Department of Highways and Public Transportation, working in cooperation with the San Antonio Corridor Management Team. Its purpose was to alleviate congestion and reduce accidents on I-35 in San Antonio near the Central Business District. It included the following phases: 1. I-35 route change around the CBD, 2. use of a low-cost changeable message sign (CMS) system for freeway diversion, and 3. use of the CMS system for managing traffic during freeway maintenance. In addition to system effectiveness, the lessons learned from the demonstration program and recommendations for future urban MIDS systems are discussed. (FHWA).
