This paper presents the scenario analysis on the benefit-cost evaluation for the Electronic Toll Collection (ETC) system in Taiwan. Ever since its first implementation of the ETC system in Taiwan on February 2006, this ETC system has been adopted in Taiwan¡¦s National Freeway No.1 and No.3. At the current phase, the ETC system charges a certain toll in main roadway when a vehicle passes a toll booth. Many predictions on the demand of the ETC system and assumed parameters in the pre-analysis have already reducedtheir uncertainty in comparison with the present situations. However, the post-analysis attempts not only to confirm the pre-analysis results but it also aim to carry out more accurate assessment on the benefits expected in the future. In the present research, we use the mathematical and engineering economic methods to justify the benefits and costs associated with different stakeholders. We simulated three traffic scenarios to investigate the parameters by changing its assumptions on time-saving, fuel-saving, environmental improvement and user¡¦s cost, as well as the resulting variations in different stakeholders. We find out that, under current mechanism, the ETC system in Taiwan does not favor to the investor and its Highway Bureau although the overall benefits to the whole society is greater than the costs. The benefit and cost scenario analysis results can be beneficial to the different stakeholders in allocating their limited monetary resources.
