This paper describes the development of the TravelSmart School Travel Planning methodology in Victoria from late 2002 until the present. School Travel Planning aims to alter travel behaviour by adopting a multifaceted approach incorporating locally devised and implemented initiatives. The process addresses concerns relating to health, congestion, safety and the environment. An underlying philosophy based on community development leads to the school community working with local government, and helps deliver Travel Plans that are responsive to the specific needs of the local area. This paper outlines the context in which the travel behaviour of students, and the subsequent response to increasing car travel, has evolved in Victoria. The causes of increased car travel to school are discussed with reference to survey responses and focus group feedback. It is posited that School Travel Planning provides a framework into which a wide range of programs might operate to bring about a reduction of car trips to schools. It is also suggested that involving the community in decisions affecting the quality of the school (and wider) environment offers the best chance for sustainable change. A description of initiatives that have been implemented in Victoria and results from schools is provided. (a).
