The Road Safety Bureau of the NSW Roads and Traffic Authority has conducted observational surveys of seat belt wearing since 1974. The survey in 1991 was the second time an external consultant was commissioned to conduct the Seat Belt and Child Restraint Usage Survey and Analysis. This report presents a summary of the results of the 1991 survey to monitor seat belt wearing and child restraint usage byoccupants of vehicles under two tonnes in the metropolitan areas of Sydney, Newcastle and Wollongong and major country centres in NSW. The survey was conducted in twenty-eight sites in the Sydney metropolitan area, three sites in Newcastle, two in Wollongong and eleven in country areas. The statistical analysis of the survey data has shown that generally the survey data has shown that generally there is a highly significant increase in the wearing rate. This is consistent with the trends over previous years depicted in the wearing rates.
