In 2006, among the 43 States, U.S. Territories, and the District of Columbia whose rates are currently available, seat belt use ranged from 63.5 percent in Wyoming to 96.3 percent in Washington. These results are from probability-based observational surveys conducted in accordance with criteria established by the National Highway Traffic Safety Administration (NHTSA) to ensure reliable results.
