Through a systems approach placing bus or minibus operations within the wider system of urban infrastructure and traffic, this paper reviews possible types of safety problems in order to assess the scope of potential preventive measures and to determine implementation requirements. It is shown that the measures considered involve the participation of a large number of participants of diverse origins, and that a partnership has to be formed to design and implement consistent safety policies. The involvement of transportation professionals in these policies will be easier in centrally organized transport companies than when the transport system involves a large number of independent operators.
