This manual was written by a police officer for police managers to develop, implement, and manage traffic safety programs. The information was developed from a sample of successful STEP programs initiated across the USA. The manual is a guide to set up a STEP program from the initial development stages to the end of the program. The manual was designed to provide a catalyst for innovative thinking to solutions to community traffic safety problems. The manual includes: (a) problem identification and measurement; (b) personnel and equipment allocation; (c) setting objectives; (d) program evaluation; (e) public information and education (PI&E); (f) enforcement; and (g) reporting and feedback.
