Roadworthiness enforcement is connected to technical condition of vehicles. So assessment of vehicle condition is an essential task in any case of roadworthiness concepts. A part of this task is addressed to the driver. He is responsible for safe use of the vehicle. This includes looking for technical conditions before and during a trip. Higher demands for this capability are (legally) established for HGV und buses, where professional drivers are concerned. But drivers (even professionals) are not qualified for full technical assessment of a vehicle. Also some technical equipment combined with a pit or a lift is needed. So the required assessment can only achieved by additional measures. In Europe mandatory technical inspections are introduced, based on regulations of the EU. Depending on different solutions in the member states technical inspections can be performed by qualified and authorised staff of the authorities, of independent inspection organisations or of authorised workshops. Another way is that the assessment can be done for commercial operated vehicles by staff of the vehicle operator, what is called self assessment. This report will describe different schemes of self assessment, show some examples of use in the world, deal with prerequisitions and compare this with periodic technical inspections by other bodies.
