Samenvatting
The cost-effectiveness analysis carried out in connection with the Hamburg Metropolitan Railway Feasibility Study is to point out some of the methodological problems of determining benefits. First of all, these problems emerge in the setting up of the targets, the weighing of the targets, and the translation of the parameters of the system to be evaluated into target values. In order to make the preferences clear on which the weighing of the targets and the determination of the target values are based, a sensitivity study is carried out.
