As the name suggests, the Serious Organised Crime and Police Bill deals primarily with serious and organised crime. However, the Bill also contains changes to police powers that may lead to a major overhaul of the way roads policing operates, and this is likely to have important implications for road safety. The most significant change allows cost-recovery or hypothecation of revenues from fines issued for several key road traffic offences.
