The authors examine the policy and design issues relating to the provision of vehicular service facilities on non- motorway roads. The pattern of service provision on the main road network has, arguably, not kept space with the changes in the network itself. The association of country council, for example, is currently lobbying the Department of Transport to develop a programme of positive action on this subject. This paper will explore the way in which past policies have lead to this situation and outline desirable changes.
