The use of electronic fee collection systems is increasing. Such systems are characterized by a high number of payment transactions and the use of a sophisticated computing system. Smaller companies are discouraged from investing in such systems because of the costs. This was the case for many toll road companies in Norway. Under the leadership of the Norwegian Public Roads Administration, a development programme was initiated with the purpose of defining a common requirement specification. This could be used as the basis for a common purchase of software needed to establish a central system for each toll road operator. By hiring the entire system in an ASP model, the operators were able to get an effective system at a reasonable cost. All investments relating to the development, installation, testing and operation of the central system are borne by Q-Free ASA. For the covering abstract see ITRD E115762.
