The decision to start an experiment with pay lanes in the region near Rotterdam will be made in the Autumn 2000. If this decision is positive, one or more pay lanes will be operational in the Netherlands in 2002. To take this go/no go decision, it is necessary to have sufficient information on a number of aspects, for example, traffic behaviour. In the province of Zuid-Holland, two potential locations are available: the A16 motorway between Dordrecht (located south of Rotterdam) and the Moerdijkbrug (an important river crossing), and the A4 motorway between Rotterdam North and Rotterdam South. In this study, a dynamic simulation model, Integration, was used to get a further insight into the traffic behaviour on both locations. At both locations new infrastructure will be available: the new tunnel that is currently under construction (A4), and a special lane (A16) between the north- and southbound highway. The most important precondition for a successful implementation of the pay lane is that the time gains for users of the pay lane should be enough. Both locations with variants are judged.
