Simulating a local offset optimization method.

The local offset optimization method can calculate the offset of a sub-area in real-time by calculating the offset of each intersection to minimize the sum of delay and stops on adjacent links. For example, the well-known SCOOT uses this method. There are some questions about this method, such as the consequent offsets not necessarily minimizing the delay and stops of the whole sub-area. The impacts of these are still unknown. In this paper this method is examined through simulations but experimental results indicate that it performs rather poorly.
