Simulation of measures to reduce urban transport emissions and energy use.

Transport & Mobility Leuven made a model to simulate emissions and energyreducing measures in the transport sector, assessing their emission reducing potential as well as their costs. Emission reductions in the transportsector can be mainly obtained by technological measures and by behavioural measures. Changes in behaviour influence emissions indirectly via their influence on transport volumes for different transport modes. The model therefore contains a modal shift part. The modal shift is calculated by a constant elasticity of substitution tree linking price changes to transport mode volume changes. The tree contains peak and off peak transport and public and car transport. Time costs and money costs are also taken into account. The model uses a two layer approach to keep it transparent and usableby users of all backgrounds. The model was used to simulate the greening of car taxation, measures to discourage the use of company cars, increasedparking tariffs and introduction of a road pricing cordon in Brussels.
