A digital computer simulation of a four-junction traffic network is undertaken to investigate a control policy. The simulated network considered is illustrated. The four junctions were controlled by traffic lights the timings of which were adjusted, in each cycle, so as to balance the total queues on opposing arms. The simulation program is described
