The European air transport system is suffering from serious delays, which the current organisation of Air traffic Management (ATM) does not seem capable of solving. Bearing in mind the central role that air transport plays in the cohesion of the European Union, and in the overall economy of the Community, the Commission has launched the Single European Sky initiative. This initiative is intended to find European level solutions to the delays problem. This paper explains the background that led the European Commission to launching its initiative and the key orientations for Community legislative proposals.
