Smartcards in DSRC-based EFC-systems.

This paper focuses on the integration of Smartcards in Electronic Fee Collection Systems based on Dedicated Short Range Communication (DSRC). Currently most of the systems for Electronic Fee Collection are using so-called monolithic types of On-Board-Equipment (OBE). However, the use of Smartcards provides a lot of advantages applying for the user of the card and for the operator of the system. And, moreover Smartcards in EFC-systems create new opportunities as demand for new services based on DSRC or other communication technologies will increase. Main subject of this paper are the effects of the integration of Smartcards on DSRCbased communication schemes. Starting point is the existing data flow in operational DSRC-systems. There are two principle ways to use Smartcards in payment processes: central account based payment and approaches where electronic purses are in use. For both types technical solutions are available and will be explained. It will be shown, that integrating Smartcards in existing or future central account based payment schemes can easily be done. These DSRC-transaction schemes are based on standardized functions and services. This enables all DSRC-manufacturer to support such transactions. This paper will encourage operators of EFC system to start integration of Smartcard based payment methods in their systems. End users, service providers and card issuers will take advantage of EFC-systems which accept Smartcards as payment means. Most interesting is the idea to use already existing cards like credit cards.
