The aim of this report is to design an evaluation of information campaigns directed at discouraging speeding. The aim of the Dutch national government policy in this field is to attempt to influence speeding behaviour through an individual approach of motorists. The report describes how the speeding problem may be defined in order to enable an evaluation of that policy. The report describes how the road user attitude towards speeding can be changed. Influencing the attitude of motorists tends not to be very effective in itself. A good impression of the actions and opinions of others is also needed. The road user behaviour should be specified, according to road type and based on various elements of the driving task. In addition, policy should take into account personal differences. It is of great importance that the government uses social organisations more effectively, if it is to exert an influence on speeding behaviour. Therefore, the government and these organisations should arrive at a joint definition of the speeding problem. Making speeding an issue will not be realised, if the government only defines speeding as a problem in itself. The interests and perceptions of both road users and of the social organisations should harmonise with those of the government.
