This document is the proceedings of a Seminar on the social aspects of road transport, which brought together experts and members of the ECMT's Group on Road Transport. It led to a draft Resolution to be discussed at the meeting of the ECMT Council of Ministers in Warsaw in May 1999. The following themes were discussed at the conference. Factors causing road accidents include excessive driving time and lack of rest, too long working days, and too frequent night work. The road haulage industry has a strong tendency to break regulations in these areas. It also needs to address drivers' training and pay, controls and regulations, and the impact of technology. The document summarises the Seminar discussions on working conditions and regulations, access to and future prospects of the road transport profession, and the role of public authorities and inspections. It contains the texts of papers on: (1) lorry drivers' working conditions; (2) the issues of the social aspects of road transport; (3) drivers' working hours; (4) the main similarities and differences between road transport in Eastern and Western Europe as seen by Hungary; (5) the timing of work and related working conditions of heavy lorry drivers; (6) regulating the management of road transport working time; and (7) the introduction of on-board computers into lorries.
