Social effects of safety legislation.

This paper covers the wider implications of those legal requirements aimed at overcoming the "Road Safety Problem" the undesirable features of the present Road Transport System. These include the total "costs" and relative "benefits" deriving from such legislation which hitherto has been mainly directed towards the Vehicle. Examination of the total situation indicates that technical problems alone are rarely the main ones, & the most needful element for improvement is the Human himself; we need more enlightened education, involvement, and support, of drivers, road users generally, and people in all segments of public life.
