Socio-economic evaluation of traffic operation : example of toll charge adjustments on A6 - A5 motorways.

In recent years, for the winter holidays, the outgoing and return journeys between the Greater Paris Area and the Alps have posed serious traffic problems on the A6 motorway. For this reason, in February 1995, an operation was set up to divert part of the traffic onto the new A5 motorway. This operation consisted in adjusting the toll charges and organising an awareness campaign for road users, before and during their journey, to induce them through different information media to use the new motorway. The aim of this study is to evaluate the socio-economic advantages of this operation for motorway users, the road operator and the community. Based on modelling by the INTEGRATION model, six evaluation criteria were taken into account: safety, travel time, fuel consumption, pollutant emissions, vehicle usage costs (maintenance and depreciation), and toll charges. The study shows the benefits of these toll adjustments for the community and for the road user. It also gives end-results differentiated according to the route chosen by the road user. (A)
