Socio-economic impact of a high-speed line of international proportions.

The present document has a twin purpose: first of all, to analyse the impact on the community of the new line between Barcelona and the French frontier (Perpignan) through a consideration of the benefits and losses experienced by all sectors of the economy affected by the project (the state, consumers, businesses, etc). This cost-benefit analysis involves the following items: costs and benefits measurable in market terms (impact on other competitor businesses), non-market gains for consumers, and external effects affecting the community in general (impact on regional development and the environment). In the second section, the report examines which are the activities capable of benefiting most from the introduction into service of this new high-speed rail transport axis, and what are the consequences of the investment itself and of the structural effects accompanying it in terms of the economic effects induced. In particular the document sets out the indirect effects of the investment on employment in the regions through which it will pass (often termed structural effects), and the direct and induced effects, through the investment and the structural effects, which it will entail across the whole economy of the areas affected.
