This publication presents the results of the COST 313 project which examined the methodology for costing road accidents in 14 european countries with a view to recommending a common approach. The range of cost elements used, valuation methods and the estimation of cost elements are first discussed. A quantitative analysis is then carried out. Statistics for accident costs are presented and the effects of standard of living, discount rates, growth rates and the age structure analysed. A qualitative assessment of valuation methods is then carried out using a multi-criteria approach. Suitable methodologies are recommended and areas for future research identified.
