A policy analysis model is presented and partitioned into (1) policy and strategic analysis and (2) operations, providing goals at the interface. Analysing the values and norms held by groups and organisations relevant to an issue and assessment of the balance of power between these interacting parties is a pre requisite for analysis of methods and efficiency, if significant gains are to be made. Open ended collection of metropolitan municipal road traffic issues using the nominal group method was well received and highlighted a number of issues where service could be improved. A proposal for policy analysis of an example road traffic issue is developed for analysis in consultation with clients and the public.
