It is argued that accident analysis is a fallible means for devising ways to enhance road system performance. It is suggested, that designing from the user outwards should be practised as intensively in roading design as in other person- machine system, what is supplied by engineers being tailored to the empirically established likelihoods of user response.This is illustrated with four studies.
