The traffic flow surveillance systems (hereinafter referred as industrial television (ITV) systems) is designed to integrate the following videos in order that a police traffic control centre (PTCC) can select and control a video freely. These videos are video from a CCTV camera that is directly connected to the PTCC, a video converged and transmitted in multiplex in a central system installed at a police station, and a video provided by an administrator of toll roads. In view of the recent remarkable advancement in the video transmission technology and a positive environment for further advancement of the ITV systems, the Tokyo Metropolitan Police Department studied the possibility of the sophistication of the ITV systems. Additional evaluation of the video transmission technology to be included in the expansion plan for a central system at a police station in 2004 resulted in introduction of the latest technology without inconveniencing the operability of the ITV systems.
