The UK Government's strategy for safer speeds is based on publicising the risks of speed and the reasons for limits, developing a national framework for determining vehicle speeds on all roads, researching speed management problems, and assessing the ability of policies to reduce casualties. The research strategy for implementing safer speeds is outlined. It consists of rural road hierarchy development, the development of simplified procedures for making speed limits, using the simplified procedures for developing guidance to Local Traffic Authorities for setting 30 mph speed limits for villages, developing a speed management assessment framework, reviewing and revising guidance on the setting of local speed limits by reference to a speed management strategy, and speed management on minor rural roads. Developments in speed management on urban roads are outlined.
