Design of new pavements has two stages: first project design and secondly QA during construction, before application of the asphalt layers. This procedure ensures that the quality of construction works and variation of strength in subgrade and overlaid materials are considered in the structural pavement design. During construction, and after the earthwork has been completed and unbound basecourses are installed, bearing capacity tests are carried out and trial pits excavated for thickness control and materials examination. This information is used in a build-to suit pavement design, based on elasticity moduli of the in-situ material, resulting in long-term benefits for the road administration and appropriate, dependable pavement designs.
