In the Start-Up Programme Sustainable Safety, a series of six measures was included to arrive at a sustainably safe traffic system in the Netherlands. These measures are: (1) 'mopeds on the carriageway'; (2) 'cyclists right-of-way from the right'; (3) the '30 km/h speed limit measure' within built-up areas; (4) the '60 km/h speed limit measure' outside built-up areas; (5) 'right-of-way on main roads'; and (6) 'standardising right-of-way on roundabouts'. This report is part of a study of the possibilities of monitoring the road safety effects of these measures. The report contains explorations for the design of an analysis of the effects of all six individual measures; an effect analysis afterwards. In exploring an analysis design, the starting point is the 'classic' national police data as processed by the Netherlands Transport Research Centre (AVV). A study was made of how, only using this data, the road safety effects of the measures would be visible. A study was also made of the possible use of: digitalised map data, and of detailed information from inventories. For the first part see ITRD E203633.
