VICTORIA HAS EMBARKED ON A PROGRAMME OF CONTROLLING INTERSECTIONS BY STOP SIGNS, GIVE WAY SIGNS AND TRAFFIC SIGNALS AND HAS THUS CREATED A SYSTEM OF PRIORITY ROADS THROUGHOUT THE STATE. THIS PROGRAMME IS KNOWN AS THE STATE INTERSECTION CONTROL PROGRAMME (STATCON). THE PAPER DEALS WITH THE REASONS AS TO WHY STATCON SHOULD HAVE HAPPENED. IT REVIEWS ROAD TYPES AND INTERSECTION CLASSIFICATIONS AGAINST ACCIDENT OCCURRENCE. THE PAPER FURTHER DEALS WITH THE EXECUTION OF THE PROGRAMME IN THE MELBOURNE METROPOLITAN AREA AND THE RESULTS OF THE INTRODUCTION OF A PRIORITY ROADS SYSTEM OVER SOME 3000 KM OF ROADS IN TERMS OF FLOWS AND ACCIDENTS. THE PRIORITY ROAD SYSTEM HAS BEEN INTRODUCED WITH A TRANSFER OF TRAFFIC FROM RESIDENTIAL STREET TO ARTERIALS AND WITH A REDUCTION IN DELAY PER VEHICLE TO TRAFFIC ON THE ARTERIALS. (A).
