Some of the conclusions reached by the Staysafe Committee are: advertising campaigns publishing the great value of seat belt wearing were not effective in producing a high rate of wearing, until supported by a law mandating seat belt wearing. There is a need to maintain in people's minds the conviction that they will be caught and punished if the disobey proven road safety rules.
