The authors analyse if it is possible to install mobile measuring systems for the next road traffic census in 2015 on a rotation basis. It is limited on sections of two lane rural roads. In part 1 of this study, a recording- and estimation concept is being developed. It enables to derive an annual traffic volume and specific characteristics with a minimum amount of equipment. The basis for the estimation is simultaneously generated by the temporary census data out of the operated traffic counting system within one region. From these data, we are able to analyse main issues like duration, frequency and position of annual traffic countings. The operational model is provided for a total of 3 weeks. Weekday and Sunday traffic data are calculated by 2, with several weeks time-delayed weekly countings outside the holiday seasons. The holiday traffic data are calculated within the summer holiday season. The extrapolation factor for each counted week is generated from multiple linear regression functions. Their co-efficients are being generated out of the traffic counting systems, under consideration of the possible influences caused by Holiday- Weekend or Sunday traffic. The technical characteristics, especially noise characteristics and traffic volume measurements, can partially be derived directly through counted data or indirectly through regression approaches. In part 2, traffic counting system data was analysed from 2000 until 2010 to identify, how the particular annual result can be transferred to standardized reference year. Due to significant difference in development, it should be distinguished between workingday and Sunday traffic and between passenger cars and heavy good vehicles. Part 3 shows methods how to estimate efficient results for countings on special studies. This is necessary because the final results of automatic counting stations, which are the preconditions for the forecast extrapolation factors, only are available at the beginning of the following year. Depending on the operating time, the results of the weekly counting can be used as a approximation. General application instructions for the development of software solutions have been provided.
