The strategic framework for network control on English trunk roads.

The UK Government's consultation document on the role of trunk roads in England presents some questions on the better use of the existing road infrastructure. They concern: (1) the objectives of a road network management strategy; (2) what potential measures should be considered; (3) how to evaluate the impact of potential trunk road measures on the local road network; (4) how far to encourage travel at less congested times of day; (5) what priority to give to network control measures to relieve congestion in the short and long terms; and (6) how new technology could help efficient network operation. The Government consultation document on integrated transport policy aimed to examine the potential and methods for restraining the use of cars, vans, and lorries. This paper explains how intelligent traffic systems could contribute to the best use and management of the existing English trunk road network, and how such systems could help to support emerging transport policies. It presents the objectives of network control and driver information systems and outlines six specific types of network control measures. It then discusses the provision of traveller information, overall network control strategy, and the concept of regional traffic control centres.
