Strategic pavement management : the Corangamite Shire experience.

About three years ago, Corangamite Shire in Western Victoria, recognised the need for strategic asset management for its sealed roads assets. With almost 2000 road segments, competing maintenance demands and a deteriorating asset, a strategic focus was necessary to demonstrate best practice management. The Shire therefore committed itself to addressing the issues of predicting long term pavement performance, developing a fit-for-purpose condition measurement method, developing council specific road treatment strategies and establishing asset management tools that enable the development of life cycle strategies for its road network. Importantly the Shire had to establish levels of funding required to maintain its sealed road network at current conditions. Over this three-year period, the Shire has successfully addressed the above issues and is continuously improving them every year. The Shire currently has three robust network level road performance models that are used to predict ten-year funding requirements, predict future condition, develop treatment strategies and determine life cycle costs.
