This document explains the Highways Agency's strategy for UK national roads in response to `Transport 2010: the 10 Year Plan'. The Highways Agency has a major role in delivering six of the key outcomes described in the 10 Year Plan: easing congestion, effective maintenance, safer travel, better information, quieter roads, and delivering in partnership. The targets for each of these areas are described and the response of the Highways Agency is outlined. The vision for smarter roads by the increased use of intelligent transport systems is described. The levels of funding and the ways that the investment might be spent are considered.
