This study draws up a long range plan for the Regional Organization for Road Safety in the Dutch province of Overijssel (ROVO). Based on this strategy, the ROVO will draw up a plan in accordance with the organization and cooperation it has developed in the course of its existence. A long range plan is required in order to enhance the policy coherence. This permits a more efficient development of structural solutions in order to combat road hazard. It is also examined to what extent the problems exhibited in Overijssel deviate from those seen nationwide. The strategy consists of both short-term and of long-term measures. Priorities are indicated on the basis of a road hazard analysis. Aside from a content-based strategy, a process-based Aside from a content-based strategy, a process-based strategy has been defined. The strategy structuring is performed on the basis of a reorganization of the working groups. The contents of the work will be directed by the working group for policy development. This is supported by the working group for basic data. Both the organization and implementation of policy are carried out in working groups. These deal with: (1) integrated policy; (2) infrastructural policy; (3) education; and (4) with enforcement. See also C 3212 and C 3213.
