In ITS networks, we assume that ITS service centers are built in order to combine access networks suitably and ITS service center consists of several servers in consideration of reliability. In this paper, it is proposed that a retrieved data from AP centers stores in ITS service center for reuse and that data is distributed on servers, which consist of ITS service center. Telecommunications Advancement Organization of Japan (TAO) launched a project of "Information communication technology for ITS" and established a research center at Yokosuka in 1999. As a part of the project, a wireless agent technology was researched to realize a seamless communication in ITS networks that consist of several access networks.
