A report carried out by the Transport Research Laboratory for the European Commission has assessed the feasibility of implementing the second phase of the EC Directive on Pedestrian Protection, which would require new vehicle fronts to meet demanding tests to minimise injury among pedestrians and other vulnerable road users. 'A study on the feasibility of measures relating to the protection of pedestrians and other road users' found that "Research vehicles appear to show that it is possible to meet phase two of the EC Directive; however, these vehicles do not represent the full range of sizes, styles and variants now produced."
