Japanese society is rapidly aging and the birth rate falling faster than any other countries in the world. Therefore, it is important to create a universal society in Japan. The ministry of Land, Infrastructure, Transportand Tourism (MLIT) is trying to develop the free mobility system that is intended to remove any restrictions on the mobility of all people by applying advanced information or communication technologies. MLIT has carried out experimental studies using various types of equipments such as IC tags or radio markers since 2004. Test results clarified characteristic of various types of equipments. In this paper, feasible planning method based on the existing test results and outline of technical specifications for the free mobility system are described.
